International Residential Code Project
The State Housing Law Program within the Department of Housing and Community Development (HCD) is currently conducting an internal review and soliciting external comments in a selection process to consider the adoption of the International Residential Code (IRC) by reference as part of Tile 24. HCD will evaluate whether moving forward with adoption by reference of the IRC and the development of a new California Residential Code meets California’s needs. The selection process is anticipated to conclude in late summer 2008 when a final determination will be made by HCD.
The State Housing Law Program develops statewide building standards for new construction of hotel, motels, lodging houses, apartments, dwellings and buildings accessory thereto. The State Housing Law Program also develops the building standards necessary to prohibit discrimination in the design and construction of all housing other than publicly funded housing. The building standards are published in the California Code of Regulations, Title 24, known as the California Building Standards Code.
Stakeholder input and participation is necessary to assist HCD in developing building standards, which will continue to assure the availability of affordable housing and uniform statewide code enforcement, and to protect the health, safety, and general welfare of the public and occupants of housing and building accessory thereto.
