Housing Assistance Program (HAP)

Purpose

The Department of Housing and Community Development (HCD) acts as the Public Housing Agency (PHA) in the administration of the federal Housing Choice Voucher (HCV), previously Section 8, and Family Self-Sufficiency (FSS) Programs.

Terms

HCD receives an allocation of HCV rent assistance funds from the federal Department of Housing and Urban Development (HUD), and contracts with local nonprofit organizations to administer the HCV Program at the county level.

Type of Assistance

Monthly rent assistance grants to rental property owners/landlords on behalf of qualified families/individuals.

Eligible Applicants

Income-eligible families/individuals. Annual income shall not exceed the very-low income limit, as established by HUD and published in the Federal Register. Very-low income means not over 50% of Area Median Income (AMI), adjusted for family size.

How to Apply

Families/individuals who wish to apply must complete a written application form when applications are being accepted. For an application, contact the HCD/Subcontractor providing services in the county of interest.

HCD Jurisdiction

HCD administers the HCV Program in the following 12 rural California counties: Alpine, Amador, Calaveras, Colusa, Glenn, Inyo, Modoc, Mono, Sierra, Siskiyou, Trinity, Tuolumne.
