HUD’s Initiative on Regulatory Relief
HUD has announced that governmental and non-governmental applicants are eligible to receive up to two (2) additional points on the evaluation of their application if they are able to demonstrate successful efforts made toward removing regulatory barriers to affordable housing. Qualified State agencies or departments applying for funding, as well as housing authorities, nonprofit organizations and other qualified applicants applying for funds for projects located in unincorporated areas are invited to answer the 15 questions in Part B to determine eligibility. The Department of Housing & Community Development has provided answers the questions in Part B and has made this document available for your use:

Consolidated Plan & Annual Plan
The State of California's five-year update to the Consolidated Plan FY 2005-2010 covers the expenditure of federal funds for housing and community development block grant programs administered by State agencies. Both the Five-year FY 2005-2010 of the State's Consolidated Plan and the Annual Plan for FY 2008/2009 of the Consolidated Plan are available on our website.
These plans present strategic information on the administration of $114.8 million of Community Development Block Grant (CDBG), HOME Investment Partnership Program, Emergency Shelter Grant and Housing Opportunities for Persons with AIDS (HOPWA) funds. These funds will be allocated to nonentitlement jurisdictions for affordable housing and neighborhood revitalization activities.

PHA ANNUAL PLAN FY 2009-10
The Annual plan is a requirement of the Quality Housing Work Responsibility Act (QHWRA) of 1998. The Department of Housing and Community Development (HCD) acts as the Public Housing Assistance Agency (PHA) for twelve rural counties that do not have a housing agency. The Annual Plan provides details regarding immediate operations, program participants, programs and services, and strategies for handling operation concerns, participants’ concerns and needs, programs and services for the upcoming fiscal year.
The Department of Housing and Community Development is soliciting comments regarding the content of the draft Annual Plan. The purpose of this comment period is to provide an opportunity for residents of the counties listed above and private/public agencies which operate in the jurisdictions listed above to comment on the operations of the Section 8 Housing Program.
