Summary Report on California’s Programs to Address Homelessness, March, 2002 (Microsoft Word document on the Governor's website) – This report summarizes the state’s existing programs, makes key findings on the dimensions of the homeless population, makes recommendations for action by the Governor and presents a summary of best practices on ending homelessness.
Recommendations of the Interagency Task Force on Homelessness, July, 2002 (Adobe PDF) – This report presents the cumulative recommendations of the Interagency Task Force on Homelessness from Agencies and Departments. In addition, to broad cross-cutting proposals such as prevention, intervention, supportive housing, and the need for accurate data, the report presents recommendations of state departments whose programs regularly interact with homeless persons.
Progress Report and Work Plan For 2003 from the Interagency Task Force on Homelessness, April 2003 (Adobe PDF) – This report updates the progress since the July, 2002 report on recommendations. The report cites the passage of Prop 46 as a major step toward providing more housing for the homeless and several other accomplishments since the July, 2002 report. It also proposes a work plan for 2003 including (1) Developing a comprehensive homelessness prevention plan, (2) Developing an assessment tool to identify potentially homeless people, (3) Create a central point of contact for homeless services, (4) Improve cooperation between the State, local providers and the federal government.
